Not much is known about Cordelia's early life, except that she was born in upstate New York, and her family moved to Kenosha where she would become a schoolteacher. This is where she met Louis. They got married and moved to Madison, where Louis would get elected as governor of Wisconsin.

Louis Harvey was very active in the military and the Civil War, so he traveled all throughout the South, checking up on soldiers and how the war was playing out. Cordelia's life changed when her husband drowned in a river trying to change boats. She was devastated due to the tragedy, but it didn't stop her from doing what she had to do. Cordelia felt that she had the duty to carry on her husband's work of getting wounded soldiers from the Civil War home.
